Users Signed in to Adobe CC but Apps Show Membership Expired

We've had some recent staff changes at one site and so have downgraded the Adobe CC subscription and swapped some users around in the subscription. On one PC we can load the Adobe CC Desktop App and successfully sign in as a subscribed user however when we load programs they do not load and report "Membership Expired". The PC was previously used by a person that had a valid subscription but now does not.

How do we fix this please?

Thanks for your input, deletion of that file seemed to have no impact so in the end we spoke to Adobe and they fixed it.

Thanks for the linked article, yes i have tried various sign in / sign out cycles however  I think that the most likely resolution is to deactivate devices however this feature ins not available logged on to Adobe either as the user, or primary or secondary administrator.

Can anyone tell me definitively where to find the deactivation system, or I am just tempted to remove and reinstall all products.

No need to remove installed products.

Follow below steps:

Close all Adobe apps including Adobe Creative Cloud desktop app as well.

Press Windows button (located between Ctrl and Alt buttons) along with R button together at a time , you will get a run command window.

Type in below command and hit 'Enter' key.

Appdata

It will open Appdata folder.

Then navigate to Local>Adobe>OOBE. Open OOBE folder and delete " Opm.db" file.

Once the Opm.db file is deleted , relaunch Adobe Creative Cloud app and Sign in.

Then launch installed apps like Photoshop...etc and check.

Still same??
