Is there a way for Photoshop to report the changed RGB level from an auto adjustment in numeric values to apply that change consistently to multiple images?

If not, can an Action be created which applies a recorded auto color, tone or contrast amount in a batch?

e.g., not an action which applies auto-color to a batch (unique calculations to each image), but applying the same auto-color adjustment to a batch of images.

With a Script it might be possible to create an Adjustment Layer that mimics the desired Auto …-effect and duplicate that to the other images.

Those effects are based on histogramm calculations, so no, there is no way to replicate the result unless the histograms turn out exactly the same. You have to use manual adjustments for automation.

Batch-applying an adjustment layer should do it.  Thank you.
