how to move an image into a document created by PS file/new in Photoshop CC 2017

I am trying to lay out an album and need to move an image into a blank page created in Photoshop CC 2017  file/new.  Can't figure out to open both in a window.

If I could see them both at once in the window I assume I would use the move tool.  Can someone help please?

Create your new page and open the desired image.

Now with menu Window > Arrange you can get the 2 files side by side

and drag the image with the move tool in the empty page.

If you would prefer to have more than one open image appear in the work area as a usual setting, choose Preferences > Interface and uncheck the box "Open Documents as Tabs". Try it and see which setup you prefer. The change is only a checkbox away.
