Photoshop no longer loading videos?

Im trying to download a video into photoshop, I use it to create mixed works of art and photoshop has stopped allowing me to upload it.

It takes time loading it and then just freezes with the little loading sign saying "uploading content" however it takes way to long and just freezes half way through
