There is a lengthy post about some performance issues with 2017, that article seems to talk about myriad issues though the fixes are peppered throughout there and I don't have time to try every single fix inside it. Some of those fixes seem to look at type, admin profiles, library panels, CEPhtml issues, syncing, gpu issues and overclocking. To try and really diagnose my issue I have tried to consolidate my system info and symptoms. I expect to get linked to the article to search for help myself and figure it out alone so that is why I have tried to exhaust my current system and what I have troubleshooted already.
The interface is extremely sluggish during file opens in particular - 5 to 15 seconds take place while nothing happens
The interface will stick and jitter randomly and freeze the mouse, I can alt tab to another app and it's back to normal.
When this is happening, it happens from app start up and continues through the entirety of the session with photoshop.
I work with multiple 16-bit and 32-bit images open often and always.
I recently reduced my performance settings to 50% of ram and 41% of gpu ram in 3d settings.
I also turned off CC file syncing as I don't use it and really don't need it as a service.
My machine is water-cooled, and I work in a very hot environment, AC is employed but often the temp in my office can hover around 70F to 80F.
I have the Nvidia panel tuned to use the 4x980tis towards photoshop.
Here are my win 10 performance stats while opening files but no slowdown occured ~ right now i am not able to replicate the slowdown ( i will post that ss when it happens again - hopefully today).
Here is a system info dump as well.
I have a very high-end machine that is overclocked fro 2.99ghz to 3.99ghz. One odd line i see is " Free memory: 2mb". system has 128gb installed and has almost 100mb free.

And about 2 hours into my workload today It has returned to the extremely slow and sluggish responsiveness.
I have opened about 25 16bit images that are 121mb each when open as .PSD's
Here are performance ss of when I try to open a file - the program slows down to a halt and 10 seconds pass before the UI resolves the file open dialogue box.

Photoshop is still borderline unusable, I'm losing about half the time I'm working to opens and saves and generic interface slowdowns. The tools have a little lag when I switch around between them as well. Also, there are a second or two pauses when I cycle through screen states ( f button )

Why 4 GPUs? How many displays do you have connected?
Generally, multiple GPUs are not recommended. Photoshop can only take advantage of one, and even so, this isn't a GPU-intensive application. The basic requirement is simply a card that works.
If you must have them all running, try to uncheck GPU altogether from PS preferences.

Same day, end of the day - Photoshop is early unresponsive and is taking 20 seconds between most operations now. The cursor and all dialogues are extremely slow to display, building up in parts slowly.
Here are the screenshots of the task manager during some of these extreme slow downs
I see no real evidence of overloaded systems resources. I am at a loss for what is going wrong.

So a whole week has passed, and no answers or comments have really cropped up to help fix Photoshop 2017. I moved back to Photoshop 2015 and it's instantly blazing fast. Whatever was put into Photoshop 2017 is a major problem, like very very major, it makes Photoshop unusable. So I will be using that deprecated version until 2018 comes out and referring all other friends and contacts I have to that as well.

I have been a Photoshop user since version 4, I wish it was easier to get some feedback as a loyal customer.

Bonjour underarock,
