My Adobe Photoshop is not able to open currectly for windows 8.1

hello everyone

i am really looking for a help with the new version of photoshop cc 2017

i tried to download it on windows 8.1 pc . and the app wont open currectly and i trieed to open my creative could app and open photoshop but nothing happen after clicking . and when i go to desktop icon it says ( the application is not able to start currectly )

so what can i do to fix it and work normaly on my app?
