It looks like a combination of black and white and some hand colouring.

For conversion to black and white use a black and white adjustment layer

Then, to hand color, add a new empty layer above the B&W adjustment layer and set the blending mode of that new layer to color. Then paint on it with various colours as required. The luminosity will be picked up from black and white layers below - but the colors will be whatever you paint.

And the fairly »crude« clipping can be done with the Pen Tool and Vector Masks.

I would recommend placing the individual images as Smart Objects.

The (Adjustment) Layers davescm mentioned can be clipping masked to the indivdual Layers in the containing document or added within the SO.

For some effects (red cheeks for example) the Blend Mode Multiply might also be useful.

This vintage design have many styles It has a pop art style and other vintage Photo filters then mix and match but the first thing you can do is to get the photos cut them not a perfect cut so you can have some white edges which are used for that style. Get old paper textures in the background & you will use multiple blending moods with Gradient mapping for each photo.

And just in case anyone hasn't noticed, this is the "Sgt. Pepper" cover. So, in the late 60s, it was probably done with physical cutouts and watercolor/gouache, then photographed. Yeah, they actually did that. Not a computer in sight, except maybe at the more upscale agencies, an IBM system/360 in a separate section of the building.
