Why may it have been rejected?

First of all sorry for my English. In order to improve my sessions, I would like to know opinions about the rejection of this photograph. I am surprised by this rejection because I have seen several photographs of this style, and the agency always approves innovative photographs.

It is made at night with the bokeh effect.

It's not a bokeh effect.  It's just out of focus.  A designer can do that with an in focus image.
