1. Press Windows Key + R and put regedit in Run dialog box to open Registry Editor (if you’re not familiar with Registry Editor, then click here). Click OK.

2. Navigate here:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

3. In the right pane of this registry location, look for the sub-key to Explorer key named as DisallowRun with a value 1, just double click to change the value to 0.

If you can't change the value from 1 to 0 then just delete DisallowRun.
