Some CC apps won't launch

I have installed several programs via the CC apps three of them will not launch.  Premiere Pro and the associated Media Encoder and After Effects.  When attempting to open/launch the programs I get an audible error tone, no on screen error.  I have:

Installed and uninstalled from inside and outside of the firewall

Installed and uninstalled from the CC App and from the Adobe website

Reviewed the Install log and found no error on last install outside of the firewall.

Tried running as Admin

What else can I try?

Notice the "7.88 GB usable" part of the installed memory? That's the key. CPUs with integrated IGP graphics always steal a small portion of the installed system RAM for the graphics capabilities even if such graphics aren't used or enabled at all - and that amount then becomes unavailable to the rest of the system. Premiere Pro CC 2015 or later requires at least 8.00 GB of usable RAM in order to run at all. This effectively restricts compatibility to those systems that have 12 GB or more installed RAM.

Thanks for your help.    I have a colleague with the same specs and he uses Premier Pro without a problem.  Someone suggested that it is probably a driver issue or a registry issue.  Not sure how to determine which or resolve.
