This is the same issue I'm having
Photoshop CC 2015 - Endless validating license loop during start-up. Any Solutions?!

It has a solution but its not for MAC

Did you read the thread in mt first append.

Check you account on Adobe.com Log in and manage your account the manage plans make sure it has a adobe cloud subscription for Photoshop. If it does. On your Mac use the Adobe Cloud Desktop Application and sign outs.  Then Sign back in with the your adobe account that has your subscription,  Then open CC 2015.  If you still have a problem you most likely have an installation problem. Uninstall CC 2015 however that is done on a Mac.  Download and use the Adobe Cleaner for Mac OS to insure all traces of Adobe software is removed. Use the Creative Cloud Cleaner Tool to solve installation problems

The use the Creative Cloud Desktop Application look for Previous version of applications and Install CC 2015.   You may Also want to install CC 2014.  There are issues in CC 2015 the are not in CC 2014.  Adobe replace ScriptUI in CC 2015 and all does not work correctly on a Mac. I also believe the are issues on Windows system also.  I use CC 2014.
