I have a project utilizing the "Fade In" effect. In 2017 is this feature no longer available? Has it been renamed to something different?

There are several animation preset that are included with After Effects that start with fade. You should be able to find them if you type "face" in the search field in the Effects and Presets Panel. There is no Effect (plug-in) called Fade In. There never was.

What exactly are you trying to do. A simple fade on a layer is usually created by animating the opacity (shortcut t). If you are trying to duplicate something in a template select the layer with the effect you want to copy, press the U key twice and check and see what has been done to the layer. You' will see all modified properties.

Sometimes folks that build templates will rename an effect so it can be very easy to get confused. The only way I know of to find the actual name of a renamed effect is to click the About button in the Effects Control Panel.
