How to reinstall jre on mobile device?

I am trying to deploy an application on a mobile device\phone using Flash CS6 and receive an error:  dx tool failed:Could not create the Java virtual machine.

From many other threads here I know that I have to reinstall JRE.

But HOW I can do that on phone? I couldn't find this information on java.com

Why I must do it on the new phone?
