How to setup the Hand Tool to be the default instead of the Select tool

I came across many questions asking the opposite question. In my case I need help with the following How to setup the Hand Tool to be the default instead of the Select tool. The default on my installed Acrobat Pro DC (Ver. 2015.006.30198) is the Select Tool including when a file is opened inside the Browser. I rarely use the Select Tool and would like to set up the Hand tool  as a default.  Thank you for your help.

Have the opposite issue. I want the select tool to show by default, with the option to switch to the hand tool.
