Adobe CC Workspace Layout Changes With Every Restart

I've been using Photoshop for almost 20 years - and update CC every time there is a new version.

Everything was fine until about 5 days ago.

I close Photoshop, then re-open it, and it's not the same.
It doesn't open in the same physical space (I have a wide monitor and everything is positioned for maximum productivity) and some of the menus move.

Even from a 'cold boot', I can move everything where I want it, close it, start again and it has moved.

What broke?

Might be a permissions issue, what have you done for trouble-shooting so far?

Is the unwanted appearance always the same or are the Panels positioned randomly?

Does selecting the saved Workspace position the Panels as intended on at least one screen or none?

Good question...

it comes up the same

i.e. Wrong - but consistently the same 'wrongness'

Pulling the profile gives me the right panels - but wrong 'shape' for Photoshop overall (if that makes sense
