Photoshop CC 2017 Crashes when I try to open ext .jpg

Hey all,

     I hope you can help.  I have tried a few things, I downloaded the current driver for my video card AMD Radeon HD8490, I unchecked the use graphic processor box, and I uninstalled and reinstalled.  It still crashes every time i try to open a jpg.

This is the error I get,

Make sure your display Adapter Device driver is up to date.  The one you have installed is crashing Photoshop. Post yout Photoshop meny Help>system Info

I could not find HD 8490 on their sitr Download Drivers

There seems to be one on Dell site but it is two years old and foe windows 7 and 8.
