Wacom Tablets and a Stuttering Cursor

I have had two Wacom tablets, an older one and the Intuos Pro, and they both do this funny stuttering pause in Photoshop.  There is no lag if I'm making brush strokes or moving the cursor around, but when I hold alt to get the eyedropper tool or control-shift to zoom often times the screen will seem to freeze.  Then the cursor will flash or stutter for a few moments and then things return to normal.

Does anyone have suggestions for fixing this?

What operating system?

If Windows, are you using the Windows Ink, or WinTabe API?  If you are using Windows 8.1 or 10, then WinTab is the better option.
