No, though there are some Photoshop toy apps in the App Store.

No - not Photoshop . It requires Mac or Windows, and a fairly powerful system if you want to use all its capabilities to the full.
However there are a range of Adobe CC mobile applications which may be of interest to you :

Believe me, as someone who used their iPad Pro more and more for my creative work, no one would want to see that more than me. I'm still holding out hope that we'll see it.
