I see the problem you're describing. Although browsers have no trouble showing joined writing, any program I try has the characters separated.

Adobe have a Photoshop template which lets you paste in your text, and it will keep the letters joined, and right to left. With that you could at least get a bitmap of the font into a SWF. The template PSD is here:

Another solution would be to download Flash Pro

the program itself?  publishing swf's? publishing html5/canvas?  something else?

Hi kglad,

I am referring to swf files, if I can show within it a Farsi character.

My testing is showing the characters disconnected, not as a whole word.

Another solution would be to download Flash Pro CS6, which you can get from the Creative Cloud menu. With that you can create your text using TLF text fields, then select the TLF object and do a Break Apart a couple of times. That gives you vectors that look correct, and will copy and paste into Adobe Animate.

Going via CS6 gives the best looking solution.
