Does your Cloud subscription properly show on your account page?
https://www.adobe.com/account.html for subscriptions on your Adobe page
If you have more than one email, are you sure you are using the correct Adobe ID?
Log out of your Cloud account... Restart your computer... Log in to your paid Cloud account

I don't think any of these answers are actually helpful at all. Shame there isn't a downvote button.
I have had exactly the same problem; Adobe CC has taken the money from my account and I don't have access to the software. I tried to contact customer service and all they told me was that they couldn't see the payment.
Pretty shoddy service if you ask me.
This isn't exactly an answer. But I'm hoping that someone can help both of us.
Hopefully the Adobe customer service team can not be so incompetent but I doubt it!!
