Why are there 12 image options when exporting a JPEG?

If you use safe for web you get the options low,medium, high, very high, maximum and a scale from 0-100, regarding jpeg quality.

here;

low = 0 (10) - 29

Medium = 30-59

High  = 60 -79

Very high = 80-99

Maximum = 100

But if you safe as a jpeg (using safe as) you get 12 steps...

0-4 = low

5-7 = medium

8-9 = high

10-12 = maximum

But why???
