In general this seems to apply to most adobe programs but primarily Photoshop.
If I hit the "alt" key and not press anything in combination eg (Alt+T) the very next key I press will get stuck in some sort of windows shortcut which will either minimise the window or do something else annoying.
Visually you can see windows taking over the window by underlining the menu items.
Only way to fix it is clicking out of the program or hitting alt by itself.
Wondering if there is a way to turn this off within Windows or tell Photoshop to ignore all external shortcuts
...or am I destined to yell at my computer forever?

After another long google search I turned up this solution that seems to fix it for photoshop exclusively.

But if anyone knows of a real fix at a Windows level I would love to hear about it.

Turn off the accessibility and tablet input options in Windows.
