When I select a tool, i lose access to menu items

[Moderator moved from Downloading, Installing, Setting Up to Photoshop General Discussion .]

When I select a tool, I lose access to menu items. Cannot back out and cannot exit. I have to shut down program from Task Manger.running Win 10.

Go to Edit > Preferences > General and hit Reset Preferences on Quit.  See screenshot.
