PDF's showing up differently for creator vs. viewer

I am not entirely sure how to phrase what the issue is, but I will try my best.  Essentially, I have a user who has created a PDF that looks like this (confidential information is blacked out.)

However, when other users open them they appear like this-

They are both using Adobe Reader.  These documents are stored on network drives.

One thing to check: the View Large Images preference in Reader.

Ok, so we tried that- it was already checked.  So we unchecked, closed out, rechecked, etc.  Did not resolve the issue.

Any other thoughts?
