After the splash screen opens, I get the following error:
Clicking "OK" causes the message to repeat. When LRCC opens there are no workable options. Any clues as to why this is happening? This is on a Windows machine.

It seems like a corrupt module in the installation patch. I'd recommend you to reinstall Lightroom CC from Creative cloud desktop app and let us know if that helps.
