Do I have to use the cloud for storage

Do I have to use the cloud for storage or can i still use my own hard drive? with new program.

you do not need to use anything on the cloud.

your programs are installed on your hard drive and you should save all your files on your hard drive.  you have the option of using adobe cloud if that's convenient but in no circumstance would it be prudent to ever save files only on anybody's cloud, adobe or otherwise and NOT have the files saved locally where you have control.
