What is the best way to edit this photo to get rid of the sun glare to better see everyone in this photo? I'm an amateur at photoshop and would really like this photo enhanced.

Try the dehaze and clarity sliders in Camera Raw (or the Camera raw filter if you only have the jpeg) . You will need to do it globally and with local adjustment brushes
