I like to organise different projects with different catalog. Could not find create a new catalog in new Lightroom CC.
And how to disable sync by default?

Adobe designed Lightroom CC to use a single catalog that you don’t have to think about, so the catalog isn’t visible in the file system and there isn’t a way to manage multiple catalogs.
You could submit a feature request for multiple catalog support, but unlike Lightroom Classic, Lightroom CC is designed to be more of an access point to your Lightroom CC cloud storage like the mobile apps are. The way it’s currently designed, multiple catalogs wouldn’t work well with that.

You can create albums and folders by expanding the panel on the left side of the UI. Is that what you are looking for?

Thanks, but it is not, I want a separated catalog not album which Lightroom Classic CC has.

I would add my vote. As they worked well in Adobe Revel as collaborative Libraries.
