Brush erasing itself

Everytime I go to use a brush, on a new layer or layer mask or anything, it will brush (white if selected), then when it overlaps that stroke on the next one it will erase the overlapping part. I have uninstalled, reinstalled, updated, removed Wacom drivers, changed performance options. Nothing has worked. HELPPP?!?

Set the drawing mode to Normal.
