Hi pavels,

If you were facing the same issue with the older versions of Photoshop as well then, Its a issue with your machine and you need to update the system hardware.

Have you tried rebuilding the operating system on your machine?

Regards,

Mohit

Hi pavels,

Whenever you face the same problem again, please open the task manager and look for the processes running related to Photoshop, Lightroom or Bridge. If you see anything running related to these application, please end task and try to open the application.

Also, you may right click on the application shortcut and click on "Run As administrator"

Let us know if that helps.

Regards,

Mohit

Run as admin is the same.

Process Explorer:

And for Photoshop:

Killing subproceses doesnt help.

Old version (2017) start and freeze on page with recent files (the file list was empty). New version show only splash screen.

Clear temp (win\temp and user\appdata\local\temp) doesn't help.
