Photoshop brush mode shortcuts not responding properly

I'm getting an issue with the latest version of Photoshop where when I try to use the brush mode keyboard shortcut (for example Shift+Alt+R for Clear) it does not change the mode and dings to indicate an error. If I release the keys and try again I get the same error. If I try it and get the error, but hold onto the Shift and Alt keys and then press R again it changes.

So my issue is that I need to press Shift+Alt+R and then hold Shift+Alt then hit R again to get the shortcut to work. I have to do this each time I wish to change the brush mode. This is the case for all brush mode shortcuts. Anyone else having this issue?

There is a bug with the Ctrl key on windows photoshop cc 2018 versions that is most likely the cause.

The OP didn't use the CTRL key. It seems like the ALT key is the problem, it becomes menu calldown as soon as I press alt, therefore making the shortcuts for the brush blend mode not usable

I don't why i wrote Ctrl.
