Photoshop 2018 - entire image snapping to center screen issue

Photoshop 2018 keeps snapping the entire image to the center of my screen at random times while working, does anyone else have this issue?

How can we inform Adobe of this? It only happened after the update maybe this is a bug they are not aware of?
