Open PNM format (from ortho4xp ) up to 4GO "Gimp" Free application possible !! And no Photoshop????

i dont understand why photoshop can't open pnm format up to maximum size 2GO ??? its incredible , Gimp open pnm up to 4GO (22 Go ) without error !!

Plz Help how find the solution? its important ( capture big size image from Bing map )
