I uploaded my entire LR library to Creative Cloud years ago. Now when LR CC arrived I wanted a clean slate and start over, not loading 10k images everytime I open the app on my phone. Is there a away to remove all files synced to Creative Cloud without removing them local on all machines?

If they're safely in Lightroom Classic and on your hard drive, then you can go to https://lightroom.adobe/com > LR icon top left > Account Settings > Delete Lightroom Catalog
