Windows 7 won't select Photoshop as a default program to open PSD files

I tried to open PSD file by right clicking "open with" and select photoshop from the C:/ programs, and it's never selected.

That happens when your context handlers are chocka full with other tools and the system can't register any new ones. Start by going through your tools and disable e.g. right-click options for virus scanners, packer tools, media players and the like. If that doesn't work, download a dedicated tool that deals with this stuff liek Context Menu Changer or similar.
