Did you tried running Adobe Cleaner tool ?
Make sure that no Adobe process is running under Task Manager and try to delete .
yep and nothing.
the tool doesnt delete this file
Did you uninstalled Adobe Creative Cloud from Control Panel ?
Make sure the end all Adobe processes like Creative Cloud , CoreSync, Acrotray ,Armsvc ,AAMUpdater ...etc
then try to delete and check.
Try to rename Adobe Creative Cloud folder to Adobe Creative Cloud-old.
I managed to get rid of this file and Deleted the it by starting computer in safe mode with command prompt and force deleting it.
will try to install CCA again.

To do so :
restart computer and hold down F8
this will will take you to boot options
choose safe mode with command prompt
to force delete with command prompt :
find folder that file belongs to
type del /f 'filename'

Also, I just changed the name of the folder the dll file was in, then restart the computer, and then I managed to delete the file, together with the folder. I had no ownership problems.
Type 2 commands from cmd in administrator mode mentioned below.
(Go to the dll path from cmd)
takeown /f dll_name
Then rename the .dll file name to anything.
Restart your system then you will be able to delete the file
