Particle effects like in the promo-video?

Hello,

on the new Adobe Muse product website is a short intro-video to the new Adobe Muse version.

Design and build websites without coding

In this video you can see that there will be imported a header-image from the Cloud-Library. And it seems to be a Photoshop file, as you can see at 0:04.

Later in this video, at 0:32 you can see some particles moving around the head of the person in the header.

How is this done? At 0:04 you can see that the file-size is 25MB. So is this an animated GIF?
