Audio not synched to video

I have been a Premiere user since CS5. Now, I have cc2018 but since sometime before the most recent version, (and even yet), when I drag a clip into the timeline the audio and video are synched but do not linked together, so that if I move them I must select them both. When I check for linking, the option is not available to link. Any thoughts on how to relink them or better yet, keep them linked in the first place? Thanks.

Make sure the icon to the right of the magnet under the sequence timecode is blue.
