keyboard arrows aren't working anymore on CC 2018

Hello guys, after I've installed the Photoshop CC 2018, I have encountered a big problem in my fast flow of using Photoshop.

I can't use the arrows...For example when i want to increasee the size of a box using "Direct selection tool" (A -shortcut) it moves one pixel then automatically deselects into "Move Tool" (V)...and instead of adjust my size pixel by pixel... it starts to move pixel to pixel !!! This is happening only in CC 2018, and its very very annoying, so that I had to reinstall previous version cause it decelarates my processes !

Please help me with this issue, is there any setting or it is a bug ?!

Have you tried resetting the preferences of Photoshop? Preferences in Photoshop
