I had been having this same problem since updating to 2018. I am on a Surface Studio and everything worked with pen pressure with the exception of Photoshop 2018. Every article I saw on the issue suggested going to C:\Users\Username\AppData\Roaming\Adobe\Adobe Photoshop CC 2018\Adobe Photoshop CC 2018 Settings to the PSConfig file and to put in this:

Did to Configure CC 2018 to use Wintab Api for pen support or leave it use Windows INK Api.  You should not add that PSConfig file if you did.  The Surface Pro 4 Pen Device driver will uses INK Api support.

nope, did not configure it to use wintab Api. It should still be using INK Api.

don't know if this is helpful, but I just checked sketchbook pro, and it's still reading pen pressure, so I don't think the issue is the surface or my drivers. I think the problem may be something to do with photoshop 2018 ?

Thank you so much! Same thing 0 didn't work for me but as soon as i changed it to 1 it magically worked!! I also had an issue with the pen moving the canvas when I zoomed in like the hand tool but it was still in brush mode, so weird. What the heck happened I wonder?
