Can i buy czech student plan even though i live in Slovakia?

I was thinking of buying czech creative cloud student plan, cause there's no student plan for my country (Slovakia). So my first question is if i'm allowed to buy czech student plan even though i'm not from Czech Republic? Next thing is, i'm kinda worried if my transcript from Slovakian school will be good enough as a Proof of eligibility.
