upgraded to PS CC 2018, when I try to open file in Camera Raw the screen turns white and does not open.

Try this :

1. Go to Preferences > Camera Raw and uncheck Use Graphics Processor

If that does not work:

2. Go to Preferences - General - Reset Preferences on Quit then close and restart Photoshop
