Intersting Error message: Could not use the pen tool because of a program error.

I got this very verbose error message, obviously when wanting to use the pen tool on my Windows 7 workstation:

Are you using a Pen or Mouse? OR do both fail?

I'm having the same problem in CC 2018 (version 19.0) on Windows 10. It happens frequently when I'm using the pen tool to add to my shape layer.
