How to make larger the writting of the drop-down menus in PS 2018?

How to make larger the writting of the drop-down menus in PS 2018? I have 4K screens and these are terribly small.

The question is strictly about the drop-down menus.

The only settings are in Preferences > Interface > Text.

You can set the entire User Interface scaling and the font size. Note you will need to close and restart Photoshop after making any changes.

Yes, I knew and I changed it but the drop down menus remain unchanged.

There should be many facing this problem.

I have the opposite problem.   The fonts in the drop down menus are huge.   I've tried every combination of options in UI preferences and nothing works.   This happens ONLY with Lightroom and Photoshop, no other applications.
