I've tried logging out and back in, reinstalling, restarting, even compatibility mode. My computer is up to date. Whenever I try and open Lightroom CC the little loading circle appears by the mouse for a sec then disappears and it doesn't open.
To be clear this is the new 'Project Nimbus' Lightroom. Not Lightroom Classic.
When I first downloaded it, it worked once and then I closed it and it never worked again even after reinstall, etc.

Do you have Windows 10 Anniversary update (1511 or later)?
Keep in mind that system requirements are only baseline recommendations. You'll get more enjoyment out of LR CC with a bigger & faster computer than what is suggested.

I am up to date as of the 29th October 2017 and my computers hardware specs meet the requirements.

I understand LR CC does not currently work with Enterprise or Team membership plans yet. Does that describe you?

I am using a plan through my school, i’m assuming that is enterprise?

It might be classified as Enterprise, I don't know.

My school uses a program that is similar to a crack that was given to them by adobe. My account is individual however, creative cloud thinks it has been activated by my school.

Hi - I had the same problem on my Mac book - I seem to have overcome the problem by deleting the "Lightroom Library.LrLibrary" file, which was in my Pictures folder (I renamed it first - just in case). I restarted Lightroom CC and it worked!!!! It created a new library file in the same place as before. I can now see all my synced collections from Lightroom Classic. No more spinning arrow.
