A correctly written application that can read and process PDF should not have a problem with PDF files with a higher version number as long as the actual language features used were supported in PDF-1.2.
If your application is trying to replace information in the file without a full PDF parser, then you need to find an old version of Acrobat, and the operating system that goes with it. No modern version of Acrobat will very likely create a file in the format that your application assumes the file to be in.
There is one other option, and that is to "surgically" replace the image in the file with the new one, but that would require a very good understanding of the PDF specification. If you are interested in my professional help with this, feel free to get in touch with me via email - my contact information is on my profile page.
Maybe it's time to replace this application that won't die with something more modern

Ha! Replace the app...
So many projects and this one just chugs along, since it keeps working other than the logo it has yet to make it to the top of the list. Just trying to make marketing happy for now. Will contact you.

Hmm, this "editor" replacing TITLEBLOCK etc will also damage the PDF. Acrobat may repair it, depending on the version, other apps may fail.
