Loading pictures using File Explorer

Why doesn't Photoshop 2018 automatically load the picture (.jpg) when I select the file  with File Explorer?  When I click on the file, Photoshop opens with a blank screen and I have to select the file from within Photoshop. Earlier versions opened the file, but Photoshop 2018 doesn't.  I've set the file association for .jpg to Photoshop, but it still requires me to open the file within Photoshop rather than responding to the File Explorer selection.

When you're in Explorer, make sure you right click and chose: Open With>Choose another app. Don't choose PS 2018 unless you select choose another app first. Once you get that screen, you can check the box to make it the default app.
