Pupils won't move up and down?

I have the pupils of my character in a clipping mask with the eyeballs.  I can move them left and right, regardless of the choice of input, but not up and down.  Is there a fix?  The pupils are rather large and take up about a third of the eyeball.  Could this be the problem?

Is your clipping mask tagged as "eye range?" That helped me to define the area of the eye in which the pupil is supposed to move, and increasing the movement parameters helped also.
