Old Photo Restoration

I have this turn of the century photo I want to retouch/restore the subjects face and am willing to spend hours to improve the subject's face.

I started to fiddle using the spot healing brush and rubber stamp capacity 15% and did improve slightly however if there is another method then possible the work would be more productive.

The video was too fast to see what tools and settings were being used.  Not very helpful.
