Downloading pictures from a shared link

Hi. I have been reading the responses from a similar issue I am experiencing. I would like the share a public album and allow others to download the pictures.  However, I am unable to locate the setting option for albums to change the setting to allow downloads. Could someone point me in the right direction?

You can do this at Adobe Photoshop Lightroom

The setting is only available in the web interface.
